உன்னதமானவர் மனுஷருடைய ராஜ்யத்தில் ஆளுகைசெய்து தமக்குச் சித்தமானவனுக்கு அதைக் கொடுத்து, மனுஷரில் தாழ்ந்தவனையும் அதின்மேல் அதிகாரியாக்குகிறார் என்று நரஜீவன்கள் அறியும்படிக்குக் காவலாளரின் தீர்ப்பினால் இந்தக் காரியமும் பரிசுத்தவான்களின் மொழியினால் இந்த விசாரணையும் தீர்மானிக்கப்பட்டது என்றான்.

உன்னதமானவர் மனிதர்களுடைய ராஜ்ஜியத்தில் ஆளுகைசெய்து, தமக்குச் சித்தமானவனுக்கு அதைக் கொடுத்து, மனிதர்களில் தாழ்ந்தவனையும் அதின்மேல் அதிகாரியாக்குகிறார் என்று மனுக்குலம் அறிந்து கொள்வதற்காக காவலாளர்களின் அறிக்கையினால் இந்தக் காரியமும், பரிசுத்தவான்களின் வாய்மொழியினால் இந்த விசாரணையும் தீர்மானிக்கப்பட்டது என்றான்.

பரிசுத்த தேவதூதன் இத்தண்டனையை அறிவித்தது ஏன்? அதனால் பூமியிலுள்ள அனைத்து ஜனங்களும் மனிதர்களின் இராஜ்யங்களை மிக உன்னதமான தேவன் ஆளுகிறார் என்று அறிந்துகெள்வார்கள். தேவன் அந்த இராஜ்யங்களை தாம் விரும்புகிற எவருக்கு வேண்டுமானாலும் கொடுக்கிறார். தேவன் அந்த இராஜ்யங்களை ஆள பணிவானவர்களைத் தேர்ந்தெடுக்கிறார்.

ஏழு ஆண்டுகள் அவனைக் கடந்து செல்லட்டும். காவலர் விதித்த தீர்ப்பு இதுவே: தூயவர் வாய்மொழியின் முடிவும் இதுவே: மனிதர்களின் அரசை உன்னதமானவரே ஆள்கின்றார் என்பதையும், தாம் விரும்பியவர்க்கே அதனைத் தந்தருள்வார் என்பதையும், மனிதருள் தாழ்ந்தவர்களையே அதற்குத் தலைவர்களாக்குகின்றார் என்பதையும் உயிர்கள் அனைத்தும் அறியும்படி இவ்வாறு விதிக்கப்பட்டது.
