காவல்பண்ணப்பட்டவர்களில் எவனை விடுதலையாக்கவேண்டுமென்று ஜனங்கள் கேட்டுக்கொள்வார்களோ, அவனை அவர்களுக்காக விடுதலையாக்குவது பண்டிகைதோறும் தேசாதிபதிக்கு வழக்கமாயிருந்தது.
