ఇశ్రాయేలీయులందరిలో సామర్థ్యముగల మను ష్యులను ఏర్పరచుకొని, వెయ్యిమందికి ఒకనిగాను, నూరు మందికి ఒకనిగాను, ఏబదిమందికి ఒకనిగాను, పదిమందికి ఒకనిగాను, న్యాయాధిపతులను ఏర్పాటు చేసి వారిని ప్రజలమీద ప్రధానులనుగా నియమించెను.
