I shall speak	אֲדַבֵּ֔ר	dābar	da-VAHR
concerning	עַל	ʿal	al
a nation,	גּ֖וֹי	gôy	ɡoy
and concerning	וְעַל	ʿal	al
a kingdom,	מַמְלָכָ֑ה	mamlākâ	mahm-la-HA
to build	לִבְנ֖וֹת	bānâ	ba-NA
